Gagik Tsarukyan's Son-in-Law to Return Land Worth 1.452 Million Drams to Abovyan
The former mayor of Abovyan, Karapet Guloyan, will be compelled to return a land plot located at 1/3/3 Sevan Street to the Abovyan community. This information has been confirmed by the Prosecutor General's Office of Armenia.
According to the statement, "From October 8, 2008, to April 30, 2015, K.G., who held the position of head of Abovyan city, disregarded Article 60 of the Land Code, which specifies land that cannot be alienated by physical and legal entities. With the assistance of authorized individuals from the Abovyan Municipality, he alienated several plots of land through auctions and direct sales to various physical and legal entities. Among these plots was the land at 1/3/3 Sevan Street in Kotayk Province, which was alienated based on the decision number 1180 dated September 20, 2011, by the mayor of Abovyan, K.G.," the announcement states.
The Prosecutor's Office indicated that within the framework of its authority to protect state interests, it had approached the Anti-Corruption Court on July 2, 2025, requesting the annulment of the auction conducted by the Abovyan community and seeking to apply the consequences of the auction's invalidity.
On November 14, the court decision deemed the auction invalid. As a consequence of this invalidation, the contract for the sale of the land plot, signed on September 23, 2011, between the Abovyan community and an individual, as well as the state registration of property rights based on this contract, have also been deemed invalid.
"Once the decision comes into legal force, a land plot located at 1/3/3 Sevan Street, with a cadastre value estimated near 1 million 452 thousand drams, will be returned to the Abovyan community," the announcement concluded.
