Entry Duty-Free Regime Will Be Established for Several Goods Exported from Armenia to the UAE

The government has approved a draft law on ratifying the agreement on economic partnership signed on June 27, 2025, in Minsk between the Eurasian Economic Union and its member states, and the United Arab Emirates.

The purpose of the agreement is to liberalize and simplify trade in goods between the parties, including through the reduction of tariff and non-tariff barriers, to support economic and trade cooperation between the parties, and to encourage the expansion of trade.

The agreement pays special attention to the cooperation of small and medium-sized enterprises, as well as the obligations to inform businesses in a timely manner about the opportunities created by the agreement and the regulations applied.

As a result of signing the agreement, member states of the EAEU will receive preferential entry conditions for 86% of the goods nomenclature, with the coverage of exports to the UAE for the Eurasian Economic Union at 98%.

The coverage of exports from Armenia to the UAE under preferential conditions will constitute 95% of current exports, while the remaining 5% will not be covered by concessions.

As of 2023, out of the 270 goods exported from Armenia to the UAE, an entry duty-free regime will be established after the agreement comes into force for 217 of them. As a result, provided that the export volumes are maintained, Armenian exporters will receive a direct subsidy of approximately $500,000, and the average customs duty on goods exported from Armenia to the UAE will decrease from 6% to 2.6%.

Regarding agricultural products, the proposals submitted by Armenia primarily include items of primary export interest, particularly various fresh fruits, including strawberries, wild strawberries, lactose, fresh tomatoes, fruit juices, honey, jams, sugar mineral water, live plants, apples, apricots, sauces, and more.
