Russian Peacekeepers' Presence Did Not Prevent Azerbaijani Actions: Rubinyan

The Deputy Speaker of the National Assembly, Ruben Rubinyan, stated that Armenia did not provoke war nor has it halted the negotiation process.

In a conversation with journalists, Rubinyan noted, "I do not agree with Jeyhun Bayramov, Robert Kocharyan, Serzh Sargsyan, and Levon Ter-Petrosyan; those statements are not accurate." He emphasized that Armenia's former presidents often claimed there were "brilliant proposals" in the past, yet, as Rubinyan pointed out, these proposals were never implemented.

“If such proposals existed, why were they not carried out? The proposals based on the Madrid Principles suggested that Armenian forces withdraw from seven regions, and Russian peacekeepers would be deployed in Nagorno-Karabakh and the Lachin corridor, while the status issue was not addressed. All of this actually occurred with the announcement on November 9,” he said.

Rubinyan elaborated that the events in September 2023 showed that the presence of Russian peacekeepers did not prevent Azerbaijan from establishing full control over Nagorno-Karabakh.
