We consider Aliyev's statement unconstructive, but we see a certain change in emphasis: Rubin-dayan
During a conversation with reporters in the National Assembly, Deputy Speaker Ruben Rubinyan stated that there is a noticeable change in the statements from the Azerbaijani side since August 8, although there are still unconstructive remarks.
Referring to the Azerbaijani President's comments regarding Lake Sevan, he noted that there is no need to return to the past, but rather it is essential to move forward to maintain peace. He added that Aliyev spoke about imperial maps that mentioned Goycha, not Sevan.
According to Rubinyan, peace is exemplified by the import of Russian wheat through Azerbaijan into Armenia by railway. He assessed this as a historic event, as such transfers have not occurred since 1991-1992. Responding to the observation that such connections had not prevented war in the past, Rubinyan emphasized that it is about reducing probabilities: under conditions of closed borders, the likelihood of confrontation is much higher than in the case of open borders.
He added that this is Armenia's first rail connection with a country that is not Georgia, and it is difficult to overstate the significance of this event. 'There may be problematic issues on the road to peace, but we must focus on real achievements, and the import of wheat via Azerbaijani territory is such a fact,' Rubinyan stated.
