Main Obstacle to Armenian-American Agreement Signing is Disagreement over Constitution

Foreign Minister Ararat Mirzoyan announced in a conversation with reporters that negotiations are currently underway with American organizations regarding the construction of the "Trump Route" and the Armenian-American agreement. According to the minister, a company is expected to be established to carry out the construction work.

Mirzoyan reported that the contractual processes are ongoing, but the parties have differing positions on constitutional issues. He noted that the legal contractual processes are in the preparatory phase, and construction will begin after their completion. "These are parallel processes, and there is no issue of one being ahead of the other," the minister stated.

In response to a question about possible obstacles to signing the agreement, Mirzoyan indicated that the primary disagreement is related to the Constitution. He stated that the American side has proposed certain conditions regarding constitutional changes, but Armenia does not share this approach. "We believe that there is no issue in our Constitution. Moreover, if we talk about claims, we could assert that their Constitution needs to be changed. It is precisely here that we lack mutual understanding," Mirzoyan emphasized, noting that no other preconditions are being considered.
