The European Commission argues that this is not confiscation but rather a "reparative loan." Russia will only be able to reclaim the assets after compensating Ukraine, which is unlikely to happen.

As noted by the publication, the loan could become Kyiv's trump card ahead of the Trump-Putin meeting in Budapest.
