Discrepancies Discovered at HETC: Romanos Petrosyan

The interim manager of HETC, Romanos Petrosyan, announced on his social media page that discrepancies have been recorded in two different networks of only one branch of HETC regarding the amount of electricity generated by Independent Electric Producers (solar power plants) and transferred to the distribution network. These discrepancies amount to more than 1 million kWh.

As a result of comprehensive inspections and targeted oversight conducted at HETC branches, it was revealed that over 817,000 kWh of electricity generated and transferred to the distribution network was incorrectly reported in the Artashat electricity network of the "Araks" branch. This discovery has caused a significant increase in the actual loss rate for September in this network, soaring to 18.93%, compared to 7.79% for the previous month.

Notably, the actual recorded losses for the same month of the previous year were exactly the same at 7.31%, which was also submitted to the Regulatory Authority for Energy and Public Services (RAEPS) in accordance with the established schedule.

The discrepancies involve around 769 consumer entities (individuals and legal persons), to whom HETC has already compensated, as of May 1, for the positive outflows of electricity transferred to the distribution network at an annual minimum rate of approximately 13.17 AMD. However, it is challenging to determine the period during which the reported discrepancies were generated and transferred back to the distribution network (whether before or after May 1). Therefore, in the event that the accumulated 817,181 kWh is paid by the aforementioned consumers, HETC will inevitably face considerable losses.

In light of the reported facts, the temporary manager of HETC has submitted a report to the Prosecutor General's Office and has addressed an official letter to the President of RAEPS regarding the initiation of administrative proceedings to address the aforementioned discrepancies. Targeted supervisory actions and inspections continue in several other branches and electricity networks of HETC.
