ECHR Issues Ruling in March 1 Case: Armenian Authorities Committed Multiple Violations

The European Court of Human Rights published its ruling on September 18 in the case of "Farmanyan vs. Armenia" regarding the victims of March 1, noting several violations by the Republic of Armenia.

According to the unanimous decision of the court, it was established that, except for Samvel Harutyunyan and Zakhar Hovhannisyan, the state's actions led to violations of the right to life for all other victims.

Specifically, it was stated that the Armenian authorities failed to conduct an effective and comprehensive investigation into the circumstances of the victims' deaths. The ruling also noted a violation of Article 38 of the European Convention, which pertains to the state's obligation to cooperate with the court.

According to the decision, each of the victims' relatives must be paid 30,000 euros as compensation for non-material damages. Additionally, the court has decided to allocate a total of 35,000 euros to the applicants for legal costs and expenses.

Thus, the ECHR confirmed that the Armenian authorities violated the right to life of the deceased citizens and did not ensure a fair investigation, obliging the state to pay financial compensation to the affected families.
