A Citizen of Azerbaijan Planning Terror Attacks Arrested in Russia

A citizen of Azerbaijan who was planning terror attacks has been arrested in Russia, according to reports from the Russian Federal Security Service (FSB).

The arrested individual intended to assemble explosive devices in Yesentuki and Stavropol, including conducting terrorist actions in buildings of law enforcement agencies, under the orders of Ukrainian coordinators.

The assailant arrived in the Russian Federation in 2025 to earn money and met with a representative of a terrorist organization. To prove his loyalty, he wrote an oath.
