Simplified System for Obtaining Driver's License to Be Implemented
If a citizen passes the theoretical exam for obtaining a driver's license in the registration examination unit of Yerevan, they are required to also take the practical exam in the same territorial unit. This, according to justified claims from citizens, often does not ensure flexibility and hinders the process of taking the practical exam as soon as possible. Armenia's Minister of Internal Affairs, Arpine Sargsyan, stated this during the government meeting on September 4 while presenting a new regulation.
“Thus, this rule is being removed, meaning our citizens will be able to freely access the platform, see which day is available, and if, conditionally, they have passed the theoretical exam in Yerevan's registration examination unit, they can register for the exam in the nearest available unit, for example, in Shirak region,” she said.
According to the Minister, this will contribute to reducing the accumulation of queues in specific units that are constantly overburdened, thereby resulting in a balance in the queues.
Deputy Prime Minister Mher Grigoryan inquired whether the issue of outsourcing the educational component of the exams was being discussed, so that the process would not be improved but merely outsourced, allowing a person to come with an education certificate, take the exam, and obtain a driver's license.
According to the Minister of Internal Affairs, the concept for transforming the registration examination units is already prepared. It implies having licensed companies that, in accordance with the ministry’s developed policies, will provide education and ensure the educational process, and only individuals with a corresponding education certificate will be able to participate in theoretical and practical exams thereafter.
“Currently, we have several driving schools in the republic that can offer similar services to citizens and prepare them for the theoretical and practical exams, regardless of the existing regulations. However, I must point out that this is a sector that has room for improvement, and if we imagine a process that corresponds to our public safety standards, this field also needs to be regulated,” said the Minister, noting that they are also working with the private sector to establish the necessary requirements governing the area.
