Proposal to Establish Employment Quota for Persons with Disabilities

The National Assembly's Standing Committee on Labor and Social Affairs has given a positive conclusion to a draft law authored by Zaruhi Batoyan, a member of the ''Civil Contract'' faction, which proposes to establish an employment quota for persons with disabilities.

During today's session, Batoyan suggested setting a 4% employment quota for state bodies and community institutions, state non-commercial and community non-commercial organizations, as well as organizations in which state participation constitutes 50% or more of the statutory capital, provided that these entities have 100 or more employees. For private organizations, a 2% quota is proposed under the same employee count criteria within the fiscal year.

Furthermore, the lawmaker suggested establishing a minimum duration of 275 calendar days for the occupation of each quota-eligible position by a person with disabilities, replacing the existing requirement of 183 calendar days.

According to Batoyan, to encourage the employment of persons with disabilities, a quota system operates in 21 EU member countries. She also emphasized that during the recruitment process for vacant positions, employers should prioritize persons with disabilities under equal conditions, rather than solely based on their disability status.
