Tenders Announced Without Technical Specifications: David Ghazinyan on HETC

Tenders are being announced without technical specifications. Later, it is reported that 50-60 people have applied for the tender, while previously only 2-3 people would apply. Such shows are being organized. The scale and quality that we ordered could not have been provided by 50-60 people; it is absurd. This was stated by David Ghazinyan, the acting director of HETC, in an interview with News.am.
