Proposal for Resolving Issues Between Armenia and Azerbaijan Presented by "Living Country"

The "Living Country" party presents a proposal for resolving existing issues between Armenia and Azerbaijan. This was announced by the party's co-founder, Mane Tandilyan, on Facebook.

Under the proposal:

• Azerbaijan will return all prisoners and detainees to Armenia, ceasing any criminal prosecution against them.
• There will be a mutual renunciation of any criminal prosecution and administrative or civil lawsuits against each other's citizens, including those from Artsakh, regarding events that have occurred so far.
• Azerbaijani armed forces will immediately withdraw from Armenian territories.
• The delimitation process will be completed within a maximum of three years based on the principles and approaches set out in the OSCE publication "Delimitation and Demarcation of State Borders: Challenges and Solutions."
• Reciprocal elimination of mutual animosity in public spaces and by state officials from both countries.
• Termination of mutual obligations under documents previously signed by both countries.
• Permanent deployment of "international peacekeeping forces" along the borders and territories of the former Nagorno-Karabakh Autonomous Oblast to ensure the return and safety of the Armenian population of Artsakh.
• Ensuring uninterrupted communication between Armenia and Artsakh through "international peacekeeping forces" for humanitarian assistance.
• Opening of roads between Armenia and Azerbaijan, including the integration of railway routes with existing railway networks in both countries, based on the principles of mutual sovereignty and jurisdiction.
• No collection of mutual fees for the transit of citizens and goods between Armenia and Azerbaijan for a period of 20 years.
• Transportation of citizens and goods of both countries will be accompanied by an "international support group" in the territory of the other country.
• The international peacekeeping force and support group will be established under the initiative and management of the USA, with the participation of other countries agreed upon by Armenia, Azerbaijan, and the USA.
