Romanos Petrosyan Cancels Several Procurement Processes at HEC

The interim manager of HEC CJSC, Romanos Petrosyan, has initiated the cancellation of several procurement processes within the company, amounting to a preliminary budget value of over 3 billion AMD. The cancellation pertains to four procurement processes previously initiated for the needs of HEC CJSC.

The interim manager’s decision to suspend these procurement processes is attributed to various systemic issues raised in the procedures related to these processes, including discriminatory technical specifications, non-inclusive and opaque processes, and subjective approaches in preliminary cost estimation, among others.

These procurement processes aimed to acquire electrical engineering equipment, meters, cables, and several lots of separate services necessary for various works within the framework of the Investment Program.

Currently, under the interim manager's directive, efforts are underway to finalize the procurement processes for acquiring the necessary equipment and materials for HEC CJSC. Additionally, tools are being organized and developed to ensure transparency, objectivity, and inclusiveness in the execution of these processes.

The cancellation of these procurement processes at this stage and the planned re-initiation of them in the near future at the company align with a comprehensive coordination of urgent technical and energy needs and the scheduled immediate works in the medium term.

HEC CJSC reports that the procurement processes planned for the company’s needs will commence according to the scheduled timeline, starting from the first ten days of August this year.
