Any Such Action Will Be Subject to the Strictest Punishment: Kogharyan
During an extraordinary session of the National Assembly, the head of the "Civil Contract" faction, Hayk Koghayan, presented a draft statement initiated by the "Civil Contract" faction on the "Unacceptability of Seizing State Power through Violence and the Protection of Democracy."
"The National Assembly of the Republic of Armenia, defending the protection of its sovereignty and territorial integrity, reaffirming its commitment to the rule of law, the principles of constitutional order, and based on the universal values of democracy and human rights, adhering to the inviolable provisions of the Constitution of the Republic of Armenia, according to which power belongs to the people and is formed only through the free expression of the will of the people, rejects terrorism, threats, and any form of violence in political struggle and the organization of public life, and based on the international obligations assumed by Armenia in the fight against terrorism, declares:
We strongly condemn the attempted terrorism against the sovereignty, constitutional order, and legitimate authorities of the Republic of Armenia that was revealed by law enforcement agencies in June 2025. Any actions aimed at terrorism and the overthrow of the constitutional order will be subject to the strictest punishment in accordance with the Constitution and laws of the Republic of Armenia.
Terrorism and attempts to seize state power through violence are direct strikes against the sovereignty and the people of Armenia. They aim to undermine Armenia’s democratic institutions and strike against the resilience of the state by creating internal and external threats for Armenia and its people,” he stated.
Koghayan emphasized that attempts to involve the Armenian Apostolic Holy Church in the overthrow of the constitutional order in Armenia and hybrid attacks against Armenia are also unacceptable.
“The Church should free itself from individuals who disrupt the ecclesiastical spiritual atmosphere, and the Church must return to its core mission of serving the spiritual needs of believers. The statements made by the former leaders of Armenia and their allies justifying or supporting terrorism are extremely concerning and condemnable. They bear political responsibility for their actions. No reason or domestic political purpose can justify plans to create armed groups, accumulate weapons, ammunition, explosives, and overthrow the constitutional order in the country,” he added.
The National Assembly, as a legitimate representative body endowed with the primary mandate of the people of Armenia, calls on all political forces, representatives of civil society, and citizens to condemn terrorism and attempts to seize state power through violence, support the legitimate authorities of Armenia in fulfilling their constitutional obligations, and contribute to national solidarity and the strengthening of state institutions,” Koghayan announced.
Referring to the decision of the parliamentary opposition not to participate in the extraordinary session, Koghayan pointed out that it has become clear that they and their leadership support the attempt to seize power through terrorism. It is worth mentioning that the "Armenia" and "I Have Honor" factions announced that they would not participate in the proceedings of the extraordinary session.
