Plan to Reduce Fees for Obtaining Digital Driver's Licenses

The National Assembly has discussed a legislative package to amend the law on ensuring road traffic safety, which aims to provide legal status to digital driver's licenses and registration certificates while also reducing the fees for their issuance. The package was presented at the Assembly session by Deputy Minister of Internal Affairs Armen Ghazaryan.

Citizens who apply for a driver's or registration certificate for the first time after September 1 and choose only the digital version, opting out of the plastic card, will pay a fee that is half the standard rate.

“Our standard fees are currently 12,000 drams for a driver's license and 6,000 drams for a registration certificate. For the digital version, these fees will be reduced to 6,000 and 3,000 drams, respectively,” the deputy minister clarified.

He also noted that the draft establishes an enabling provision that will allow the delivery of license plates and registration certificates by postal means. This will be particularly convenient in cases of online sales, pledges, or the registration of leasing rights. “If the sale of the vehicle takes place online and the state registration plates do not change, it will be possible to receive them and the registration certificate by mail without the need to visit an office,” emphasized Armen Ghazaryan.

In addition to the digitalization and improvement of accessibility, the package also provides for clear regulations concerning administrative liability. If a police officer can identify the driver and it turns out that the individual has the right to drive, no administrative fine will be imposed for not having the license on hand. The package also includes the option for expedited exams on a paid basis. Citizens will be able to choose their preferred date and time for taking theoretical or practical exams, paying a fee of 30,000 to 45,000 drams depending on the timing.
