The purpose of merging the communities of Vagharsapat and Hoyi is to manage the community more efficiently. This was stated today in the National Assembly by the Minister of Territorial Administration and Infrastructure of Armenia, David Khudatyan, in response to a question from Arman Ghazaryan, a member of the 'Armenia' faction.

'In Armenia, apart from the existing Vagharsapat, there is no community that consists of one urban and one rural settlement. In this form, the community suffers in the context of the subsidies provided under our leveling law because one of the first components taken into account is the multi-settlement nature of the community,' Khudatyan stated.

In response, Arman Ghazaryan of the 'Armenia' faction countered the minister: 'If there is no political objective, what is the basis for such a decision, especially without conducting discussions?' He added, 'You have simply set the law in place, pushing it forward so that you can implement your political objectives. The justifications you provided are not justifications for the consolidation or for the functioning of the merging communities' current law.'
