Bagratyan on Pashinyan's Statement Regarding the State Nationalization of HEC

At this moment, such a project is not being discussed in our committee, and it is possible that it has not yet reached the National Assembly from the government. This was stated by Sergey Bagratyan, a member of the National Assembly’s Economic Affairs Committee and a deputy of the Civil Contract faction, during a briefing with journalists regarding Nikol Pashinyan's announcement that a legislative draft is being circulated to begin the process of nationalizing HEC.

He emphasized that the project should be examined by the Economic Affairs Committee, possibly in conjunction with the Legal and Constitutional Affairs Committee. “At this moment, there is no such project in our committee,” the deputy stressed.

When asked about the legislative solutions regarding the nationalization process of HEC, the Civil Contract deputy stated, “Two months ago, discussions were held in the National Assembly regarding the activities of HEC, during which many shortcomings were pointed out by our colleagues.”

He noted that citizens affected by outages can file claims in court. “The amount of that claim can be equivalent to the value of HEC, therefore, at that time, as a rule, many entrepreneurs refuse to continue, because the payment seems to be worth much more than the entity they currently manage. There are many such cases in different countries around the world,” he highlighted.

In response to a journalist's question about whether the state is ready to purchase HEC with money, Bagratyan mentioned that negotiations should take place with the owner to understand what price has been determined. “It often happens that the actual price is very deceptive. Buying is one of the options,” he said.
