“The video clearly shows that the police squad stops a Nissan vehicle for administrative action due to the driver using a mobile phone while driving. Subsequently, the driver of a VAZ vehicle creates a dangerous situation, causing the driver of a Hyundai vehicle, unable to control it, to collide with the VAZ car, and then into the patrol service vehicle parked on the right side of the road.”
