The Minister of Territorial Administration and Infrastructure, Davit Khudatyan, confirmed in an interview with 'Hetq' that the merger of the communities of Hoyi and Vagharsapat has been under discussion for about 10 days. Due to procedural matters, it is possible to complete the process by the end of 2025. According to the minister, the reason is not political, and it is likely that other communities will also be merged in the near future.

“The reason is that Vagharsapat has not been sufficiently consolidated. Apart from Vagharsapat, we do not have any major consolidated community that has only one rural settlement attached to it. Now we are moving towards efficient governance, which means we are consolidating the community as has been done in other areas,” said the Minister of Territorial Administration and Infrastructure.

Vagharsapat was consolidated in 2021, meaning not long ago, when the village of Voskohat joined the city of Ejmiatsin. We asked Davit Khudatyan if it was not possible to consider this aspect at that time. “On the whole, Vagharsapat has not been consolidated; only one village has joined it. Now we want to give content to the name of a consolidated community. This is an ongoing process, and I do not rule out that larger units will be created in the near future. In Vagharsapat, the process was somewhat expedited due to the resignation of the community leader. We planned to implement this in 2026, alongside the local government elections,” the minister stated in his conversation with the media, adding that there were also mergers in 2016-2017, and Vagharsapat is a continuation of that process.
