Kyiv's Proposal to Russia and the USA
Russia had previously received its version of a peace agreement from Ukraine. This was stated by Vladimir Medinsky, assistant to the President of Russia and head of the Russian delegation at the ongoing negotiations in Istanbul, according to Lenta.ru.
Kyiv demands an unconditional ceasefire as a condition for the negotiations, as well as the return of all "deported and illegally displaced Ukrainian children." Ukraine also expects to receive reliable security guarantees from Russia. Additionally, Kyiv refuses to maintain neutrality, reserving the right to be part of the Euro-Atlantic community and move towards European Union (EU) membership.
After Russia's territorial gains since 2014, recognition by the international community is not mandatory, and the leaders of Russia and Ukraine must meet to agree on the main aspects of the resolution. Kyiv has also allowed for a "phased and gradual" lifting of sanctions against Russia, with the possibility of extending them if necessary.
According to Russian media, Medinsky has indirectly confirmed the authenticity of the document, noting that "the text has appeared in the hands of Western media."
