Court Invalidates Provisions Regarding the Increase of 'Red Line' Fees
On May 23, 2025, the Administrative Court invalidated provisions of the decision by the Yerevan City Council concerning the local fee established for 'red lines'. The court noted that the municipality failed to demonstrate that the significant increase in fees aimed to improve the quality of services and deemed the justification of decongesting the streets as unlawful. The 'Hayr Hayastan' faction of the Yerevan City Council filed a petition with the Administrative Court on January 23, 2025, requesting the invalidation of subparagraphs 'a' and 'b' in point 27 of Appendix 265-N dated December 24, 2024, regarding the decision on 'Rates for Local Fees in Yerevan Community for 2025'. It should be noted that these points regulate the rates for paid parking areas, commonly referred to as 'red lines'.
Recall that until January 1, 2024, a single fee was established for parking in Yerevan. However, following a decision by the Yerevan City Council at the end of 2023, the city was divided into two zones: A and B. In the 'A' zone, the price for annual parking increased from 12,000 drams to 160,000 drams, while it rose to 24,000 drams in the 'B' zone. Additionally, the fees for parking per hour, week, and month also saw a sharp increase. For instance, previously, the hourly fee was 100 drams, while starting January 1, 2024, it was set at 300 drams for zone 'A' and 200 drams for zone 'B'.
