The Ministry of Internal Affairs Digitizes the Vehicle Sale System

Today, a decision was made to digitize the processes related to the sale, donation, leasing of vehicles, obtaining license plates, and registration certificates.

The Minister of Internal Affairs, Arpine Sargyan, stated that digitizing the processes associated with changing ownership rights based on the sale or donation of a vehicle will significantly alleviate the circumstances for citizens. “This means that previously, our citizens had to visit registration inspection units multiple times when signing contracts. Now, we offer to carry out all of this through a digital platform. The platform will automatically perform all necessary checks and generate an electronic contract with an electronic signature. Subsequently, the system will send this contract to the buyer, who, in turn, if they agree to the proposed terms, will sign the contract,” said Sargyan.

Digital solutions are already in place, and the ministry proposes to implement these regulations from September 1, 2025. The platform will also be accessible on non-working days and hours.

Currently, the Ministry of Internal Affairs also provides services as a cadastre for obligations arising from leasing, as well as for registering the right of pledge in case of vehicle collateral. According to her, this also implied a visit to registration inspection centers, whereas with the new system, these transactions will also be conducted via the digital platform in an automated manner.

Sargyan noted that these two changes are interconnected and suggested implementing this proposal from September 1, 2025.

The minister also addressed the issue of changing vehicle license plates. If a person does not want to keep their old plate after a sale and wishes to obtain a new one, the Ministry of Internal Affairs offers a postal delivery option. “We propose to deliver the new license plate via post so that the person does not have to visit registration inspection centers to receive and attach it to the vehicle,” added Sargyan.

The digitization will also pertain to registration certificates.
