Social Assistance Program for Displaced Persons from Artsakh Extended

During the government meeting on April 30, a decision was made to amend and supplement the social assistance procedures for persons forcibly displaced from Nagorno-Karabakh. The changes pertain to the decisions No. 1833-L dated November 21, 2024, and No. 417-L dated April 10, 2025, which define social assistance measures to cover the living and subsistence expenses of the displaced individuals.

As of April 1, 2025, the right to assistance had been granted to displaced individuals who have a 1st or 2nd group disability, severe functional limitations, are aged 63 and above, have lost their breadwinner, or are studying in general education or vocational institutions, as well as children up to 18 years old.

Taking into account the fact that a certain period will be required for discussions on proposals for improving the social programs established for families forcibly displaced from Nagorno-Karabakh, there has arisen a need to extend the assistance provided within the framework of this decision for an additional 2 months to all other forcibly displaced persons outside of the target groups, while simultaneously postponing the implementation of the program for providing additional social assistance based on need for 2 months.

The social assistance measures will be implemented within the framework of the Republic of Armenia's 2025 state budget without any additional budget pressure. The program provides support of 50,000 drams for each family member.
