9 Individuals Dismissed from Police Service: Ministry of Internal Affairs

In the first quarter of 2025, the Internal Security and Anti-Corruption Department of the Ministry of Internal Affairs conducted 904 service investigations and reviews. A total of 206 disciplinary penalties were imposed on employees of structural subdivisions of the ministry, including the Police, Rescue Service, Migration and Citizenship Service, civil servants, and employees of subordinate state non-profit organizations, as reported by the Ministry of Internal Affairs.

Specifically, 187 disciplinary penalties were applied to police officers and employees, including 119 'Warnings,' 19 'Severe Warnings,' with 38 employees having their official ranks reduced for a period of up to 3 months, and 2 officers having their ranks lowered by one degree. Additionally, 9 individuals were dismissed from police service.

At the same time, 10 police officers were dismissed from service for non-disciplinary reasons based on point 9 and 9.1 of part 1 of Article 45 of the Law on Police, concerning the fact of a guilty verdict becoming legally binding against a police officer, and the cessation of criminal prosecution for reasons that do not justify deliberate criminal conduct.

Nine employees of the Rescue Service received 'Warnings' as a disciplinary measure. Among the workers from state non-profit organizations under the Ministry of Internal Affairs, 6 received 'Warnings,' and 2 received 'Severe Warnings.' One civil servant from the Migration and Citizenship Service received a 'Severe Warning.' In addition, one civil servant from the structural subdivisions of the Ministry of Internal Affairs received a 'Warning.'

During the mentioned period, the Internal Security and Anti-Corruption Department prepared 12 materials for service investigations, which were sent to the pre-investigation bodies, leading to the initiation of 11 criminal cases—10 concerning police officers and 1 involving a civil servant from a structural subdivision of the Ministry of Internal Affairs for apparent criminal acts. These primarily included elements of bribery and offenses against the interests of public service.

In the same period, one session of the disciplinary commission was convened at the Ministry of Internal Affairs to discuss the materials and conclusions of service investigations regarding 6 police officers. After analyzing the factual circumstances, the disciplinary commission decided to recommend to the official who appointed the service investigation to hold 5 police officers accountable, proposing that 3 of them be dismissed from the police service and 2 receive 'Warnings', while discussion regarding one officer was postponed.

Ensuring public accountability and monitoring are among the key priorities of the Ministry of Internal Affairs. In this context, the ministry places particular emphasis on informing the public about the results of service investigations and studies, which is an important step in strengthening transparency, public accountability, and trust.
