Three Options Under Consideration for the Fate of Nubarashen Landfill

For several years now, the topic of closing the Nubarashen landfill has been under discussion. The date for signing an agreement to start the construction of a new landfill has been announced and postponed at least three times. City officials had promised that a pilot program would be implemented in 2024, but the matter is still in the discussion phase.

Yerevan Mayor Tigran Avinyan announced at a city council meeting that they currently have three program directions. “One of the programs is with the World Bank, and we have received another invitation to participate in a conference in Sofia dedicated to waste recycling. We have a proposal for implementing this program from OLD Bank,” said Avinyan.

The second program had been worked on with the European Bank for Reconstruction and Development for more than 10 years. “We canceled this program because we realized it had no future, as the logic was initially set incorrectly,” Avinyan added.

According to the Mayor, the most likely option is the third one, a two-phase competition logic program of “city hall-private-international partnership,” which will include the closure of the landfill and the construction of a recycling facility. “We have collected a package of proposals, based on which we have prepared two competitions,” Avinyan noted.

Overall, he expects the program to be completed in 4 to 5 years.
