How Much Will Citizens Be Fined If They Do Not Submit a Declaration: Details

No specific date is required to be mentioned in a declaration for any income received. This was stated by Arman Poghosyan, Deputy Minister of Finance, during the meeting of the Economic Affairs Committee of the National Assembly of Armenia.

He responded to the question posed by Sergey Bagratyan, a member of the Civil Contract faction, regarding whether a citizen would face administrative actions or whether there would be supportive mechanisms or simplified procedures if they do not remember the specific day they received a transfer or donation from the previous year.

“In other words, if an inspector comes and threatens the citizen that they will be penalized if they do not submit a declaration or have missed any data, the citizen should be aware that such a thing does not exist. We need to eliminate such manipulations,” noted Bagratyan.

Poghosyan emphasized that it is crucial to specify what type of income is being discussed—taxable or non-taxable. “In all cases regarding non-taxable income, for example, a donation, remember that the State Revenue Committee even set a threshold regarding non-declaration of non-taxable income up to 300,000 drams. It was clearly stated that income above that must be declared, but no taxes or liabilities will arise from it,” the Deputy Minister informed.

He announced that citizens should be confident that the government approaches administration with care and caution. “It is not the case that a person will be summoned and fined or pursued for making a mistake. In general, the first time for a gross violation of not submitting a declaration, a warning is issued within 30 days. During this time, the State Revenue Committee will not be sitting idle; they will ask the citizen how they can help, if there may be a lack of information. That is, efforts will be made with that person during the 30 days,” Poghosyan assured.

If, however, the citizen does not submit a declaration within the 30 days, the fine will be symbolic, amounting to 5,000 drams. If this deadline is also abused for another 30 days, the fine will double, making it 10,000 drams.

“We are talking about soft partnership relations between the government and the citizen. Our goal is not to punish or pursue people but to recognize them and have credible, comprehensive information about them,” said the Deputy Minister of Finance of Armenia.
