Constitutional Court President Discusses the Text of the Constitution
The President of the Constitutional Court announces that Armenia's Fundamental Law does not contain territorial claims against Azerbaijan or any other country.
Arman Dilyan stated in an interview with Azatutyun that the accusations by Azerbaijani officials regarding territorial claims are baseless, emphasizing that the Constitution underwent various examinations, including by international organizations, before being put to a referendum.
"Our Constitution, which has passed through various international examinations before being subjected to a referendum and being accepted, or generally being formed as a document, has undergone multiple international legal scrutinies, including by the Venice Commission. I am confident that the Venice Commission, if it had identified such a demand against any country's territorial integrity, would have raised it," said Dilyan.
The President of the Constitutional Court emphasized that international law obliges states to respect each other's territorial integrity and inviolability of borders. He stated, "A state cannot simply decide to produce a legal document that directly encroaches upon another's territorial integrity. Such a demand, even if articulated, would contradict the norms of international law. I am convinced that our Constitution does not contain such stipulations."
