Police Minister on Canceling Taxi Fines
Taxi service drivers have raised concerns that when they work for a specific taxi operator and park in designated taxi areas, they are being fined. This was stated by MP Armen Khachatryan during a Q&A session with the government at the National Assembly.
“When they file complaints and present relevant evidence that they were under the operator's supervision during that time and had made an order, these administrative acts are not canceled. It seems we need to change something in this procedure,” he remarked.
In response, Minister of Internal Affairs Arpine Sargsyan stated: “Recently, we have also been receiving such alerts from our dear citizens who register on online platforms providing taxi services. According to the law on 'Automobile Transport,' taxi services must have appropriate signs, equipment, and color graphics. This is why, when parking is carried out, it is impossible to identify through video recording devices whether that vehicle is providing taxi services or not. This leads to the issuance of fines, while during the cancellation phase, since we have similar legislative regulations, our employees carry out the administrative processes based on that logic. However, I agree that we need to move from the form to the content. If there is such evidence that we can be confident the given vehicle is providing that service, if there is a registration and the specific company confirms this, we will try to reach the cancellation of the act within the framework of the administrative process. I assure you that from now on, cancellations will happen if there is evidence. We will try to accommodate our citizens,” she added.
