Security includes the army, but it is not limited to the army. This was stated by Prime Minister Nikol Pashinyan in the National Assembly.

“If we understand security to mean the army, it means we do not know what security is. As for the army, yes, significant reforms are taking place, but I want to emphasize that there is an attempt to present that Armenia is developing its army, is armed, in order to attack. I have officially stated and continue to say that the army has no problem outside of Armenia's sovereign, recognized territory and will not have any,” Pashinyan noted.

According to him, even regarding the more than 200 km² of occupied territories, no problem will be raised before the army. “Because the regulations for the joint work of the delimitation commissions, which have been ratified in both countries, create mechanisms for these issues to be resolved peacefully. The army is an attribute of the state. We are a state and we must have a defensible army. The function of protecting one's citizens is a function of the state, but the army is not the only and certainly not the primary tool for ensuring security. The primary tool is peace, which we pursue,” the Prime Minister emphasized.
