Fines for Those Not Paying for Public Transport: Details
The system for penalizing those who refuse to pay for transportation in public transport must comply with the law. This was stated by Armen Simonian, the Deputy Minister of Territorial Administration and Infrastructures, during a meeting of the Standing Committee on Territorial Administration, Local Self-Government, Agricultural and Environmental Protection of the National Assembly.
The fine will range from 15,000 to 18,000 drams, depending on the degree of violation committed by the passenger. Passengers will be required to pay their fare no later than one minute after boarding.
Additionally, the local council will have the authority to establish local taxes, which will be entered into the community budget specifically for the services provided by the community. These include the costs associated with traveling by public transport.
The legislative changes specifically regulate the relationships related to the establishment of local taxes and fees, as well as the granting of exemptions.
It is also proposed to establish local taxes for organizing intercity regular passenger transport. However, this will be on the condition that the service is provided by an operator selected through a competitive process. The competition itself must be conducted within the framework of the norms and requirements of the existing legislation.
