Amendment of the Armenian Constitution is Necessary, Says Bayramov

As long as the Constitution of Armenia is not amended, the signing of a peace treaty is impossible. This was stated by Azerbaijani Foreign Minister Jeyhun Bayramov in an interview with the Turkish Anadolu Agency.

“In the early months of 2022, five main points of a peace treaty were presented to Armenia, and discussions between the two countries began in October of the same year. The first draft of the peace treaty was prepared by the Azerbaijani side and presented to Armenia. The negotiations lasted about two and a half years. A month ago, the discussions concluded, and an agreement was reached on the text. There are important issues that need to be resolved. The most critical of these is the presence of territorial claims against Azerbaijan in the Constitution of Armenia. As long as this continues, the signing of a peace treaty is impossible. Amending the Constitution of Armenia is necessary,” stated the Azerbaijani official.

Bayramov added that another condition from Azerbaijan is the dissolution of the OSCE Minsk Group. “The OSCE Minsk Group has not achieved any results in 30 years. The issue of Nagorno-Karabakh is already resolved, and those territories are part of Azerbaijan. Armenia has also recognized this. In this situation, Armenia’s continued efforts to maintain the activities of the Minsk Group raise questions for us. We insistently demand the dissolution of the Minsk Group,” he said.
