Ghalyan on Aliyev's Preconditions
The President of Azerbaijan, Ilham Aliyev's preconditions for signing a peace treaty are not regarded as such by me. This was stated by the Minister of Justice of the Republic of Armenia, Surbhi Ghalyan, during a press briefing with reporters after a government meeting.
"The government is ready to sign the peace treaty. I do not consider the expressed thoughts as preconditions, and I believe that the government does not consider them either. There is no alternative to peace, and our actions should be aimed at the final establishment of peace. As for the concept with which we should move towards the signing of the peace treaty, I believe that this will soon be made known to the public," said the minister.
On April 2, Aliyev reiterated the two conditions under which he would sign a peace agreement with Armenia: the need for the dissolution of the OSCE Minsk Group and amendments to the Armenian Constitution (Baku demands the removal of provisions related to Nagorno-Karabakh from Armenia's fundamental law).
Regarding constitutional amendments, Ghalyan reminded that they are working on a new text of the Constitution, and while she cannot provide details, she assures that the text will not be secret and will be made public at some point, with every clause and norm discussed with the public.
According to Ghalyan, the new constitutional text could be ready within 8-10 months.
