What to Expect If None of the Candidates for Gyumri Mayor Receives 17 Votes

Legal expert Gohar Meloyan wrote on her Facebook page that if none of the candidates for Mayor of Gyumri receives 17 votes, a second round of voting will be held among them.

“According to preliminary results of the Gyumri community council, the upcoming meeting of the Gyumri community council is set for April 16. The Gyumri community council consists of 33 mandates. The community leader is elected from the candidate who receives a majority of votes from the total number of council members, which is 17 votes. The preliminary distribution of mandates is as follows:

  1. Civil Contract - 14 mandates.
  2. Communist Party - 8 mandates.
  3. Our City - 6 mandates.
  4. My Powerful Community - 3 mandates.
  5. Mother Armenia - 2 mandates.

If none of the nominated candidates receives 17 votes, a SECOND ROUND of voting will take place between the TWO candidates who received the most votes. In the second round, the candidate who receives the highest votes will be elected as the community leader.

However, the meeting of the council is subject to legal authority only if 17 council members are present. This means that a council meeting cannot be convened without the opposition's participation. If meetings do not take place within a two-week period and a community leader is not elected, new extraordinary elections will be held.
