This is a fact that the president has spoken about: Peskov

The idea of introducing external governance in Ukraine was not discussed during the phone conversations between Russian President Vladimir Putin and U.S. President Donald Trump. This was announced to journalists by Russian presidential press secretary Dmitry Peskov, in response to a question from TASS.

"During the phone conversations that we informed you about, that topic was not touched upon. However, it is indeed a fact that the president has spoken about," noted the Kremlin representative.
