Cultural-Historical Monument Appropriated by Former MP's Son: "Hetq"
Former MP Harutyun Pambukyan has built his house on the edge of the Hrazdan gorge in Ajapnyak. The location offers a picturesque view, for the enjoyment of which the MP also constructed a special leisure pavilion. This was reported by "Hetq."
The area of the Hrazdan gorge is known for its cultural-historical monuments. The "Ajapnyak" caves are located here, which are included in the list of historical and cultural monuments of Yerevan.
According to the publication, during the design of the metro station "Ajapnyak," archaeologists attempted to examine the state of the cultural-historical monuments, particularly the "Ajapnyak" caves, which are situated in the area affected by the metro station's construction. They noted that "the area was extremely inaccessible due to the house built adjacent to the cave complex, which essentially appropriated part of the monument-bearing territory and blocked the pathways leading to the caves, altering the landscape," making the identification of the caves particularly difficult.
"Historical photos from Google Earth reveal that back in 2000, the area of the Pambukyan house was unoccupied, with preparatory work starting in 2005, and by 2008, most of the house had already been constructed. According to a document from the Cadastre Committee, the address at 14 Alikhanian is owned by his son, Edgar Pambukyan," the publication reported.
Edgar Pambukyan has several businesses in Armenia, but he is best known for his gas station network, "Max Oil." Edgar Pambukyan holds 100% ownership in "Max Oil" LLC, which supplies gasoline to state entities through state procurements.
Maps from the Cadastre Committee show that the Pambukyan house has a different appearance than reality. It is larger, has blocked the pathway from the left, and extends beyond the boundaries of the parcel owned by Edgar Pambukyan from the front. The media outlet attempted to clarify through various inquiries with the Cadastre Committee the basis on which this extended area has been developed and occupied by Pambukyan, and whether he has ownership or any registered rights, such as a lease. The Cadastre Committee informed the media that according to the data of the cadastre file, no property is registered under the indicated code.
"Officials from the urban planning and land use department of the Ajapnyak administrative district explained that if such a property or any right cannot be identified, then the property or area under that code is communal, which could be a road. However, even in that case, if the area had been leased, it should have been legally registered with the Cadastre Committee as a leasing right. If none of this has been done, a measurement must be conducted to clarify the legality of the constructed building," the media reported.
It is worth mentioning that Harutyun Pambukyan was elected as a deputy back in 1999, and since 2006, he has been a member of the Republican Party of Armenia. He served as a deputy until the elections of the 5th convocation of the National Assembly in 2012. He moved to Russia for permanent residence in 2011.
