Where does this complex come from, and what is abnormal about it? Suren Grigoryan

It has been a year, and even more will pass until the transportation reform is finalized. We cannot resolve one issue. Already six different types of changes have come in. This was stated today, on February 11, at the Yerevan City Council session by Aram Torosyan, a member of the 'National Progress' faction, addressing Deputy Mayor Suren Grigoryan.

'Don't you think that this is not about your democracy and ability to listen to people, but simply about proposing bad reforms? All of this should have been well-discussed and thought out before being introduced. Don't you think that this is a result of poor work rather than about being democratic?' he posed a question.

In response, Suren Grigoryan said, 'If I answer briefly, no, I don't think so. If I expand a bit, I cannot understand where this complex regarding decision changes comes from. Is changing a decision unacceptable, unnegotiable, or a shameful thing? I honestly don't understand. I constantly hear that the government changed its decision. I want to understand what is abnormal about this. If, for example, I knew that you had made a perfect decision on a reform of this scale and were saying such things, I would consider it a little more. To me, there are two types of managers: managers who understand that they need to move forward while correcting mistakes and dealing with difficulties, and managers who never go down that path but endlessly talk about how ideal it should have been to take that path. I think what you said fits more into the second category.'

Aram Torosyan noted that good managers first discuss all possible options with all stakeholders, assess risks, and only then implement changes.

This was responded to by Mayor Tigran Avinyan, stating, 'Mr. Torosyan, now you will present the next question as a very effective manager and answer all questions, and we will hear about the project you have proposed, your insightful analyses, and then we will make further judgments.'

It should be noted that 'National Progress' has presented a project which stipulates that the ticket price must include one trip at the rate of 100 drams.
