The President of Russia, Vladimir Putin, has signed a law prohibiting the admission of migrant children who do not speak Russian into schools. The document has been published.

Now, foreign citizens will be accepted to study under general education programs upon the presentation of documents confirming their legal status in Russia. To enroll in school, it is also necessary to successfully pass a Russian language proficiency test, which is sufficient for mastering elementary general, basic general, and secondary general educational programs.

The examination can be taken for free in state or municipal educational institutions. Children who do not pass the test will not be allowed to attend school until they have mastered the mentioned educational programs.

According to the law, the procedure for testing will be determined by the Ministry of Education of Russia. The Russian Federal Service for Supervision of Education and Science (Rosobrnadzor) will be responsible for providing methodological support for the examination, organizing the development of diagnostic materials, as well as determining the evaluation criteria for the tests and the minimum score required to confirm adequate proficiency in the Russian language.
