Ministry of Finance Discusses Repayment of Debt for Weapons from Russia

Vahé Hovhannisyan, addressing recent developments within the ruling Civil Contract party, has stated that he is not well-informed about the ongoing processes, as he is not a member of the governing body and does not participate in the administrative work, having limited time to follow the news closely.

“I am aware of the general outlines of what is happening, and I regret that there are such negative phenomena, but let me tell you this — I am so little aware of the details that I cannot provide an opinion on it,” he said.

In response to a journalist's question regarding the weaponry purchased from Russia, which officials have stated has not been fully delivered, he was asked whether it is possible to offset this with Armenia's existing debt. The minister replied, “You are raising a question that contains state secrets. There is a process in which we have made purchases; part of those purchases has not been fulfilled, and some have been delayed, but I do not have control over the details, as the Ministry of Defense is dealing with these supply issues. We have a certain dialogue in place to offset the existing debt. There are discussions about mutual obligations that have arisen at one stage or another, and there exists a discussion process regarding offsetting those obligations with each other,” the minister stated.
