Proposal to Reduce Working Hours While Maintaining Salaries

The proposed amendments to Armenia's Labor Code and the Law on Minimum Monthly Salary aim to reduce working hours while maintaining salary levels.

The draft has been published on the e-draft platform for legal acts. The number of daily working hours is expected to be reduced from 8 hours to 7 hours, and weekly working hours from 40 hours to 35 hours. These changes will not lead to reductions in salaries, and the minimum wage will be reviewed in accordance with the new working hours.

The purpose of these changes is to improve work-life balance, providing opportunities for employees to dedicate more time to family, rest, and self-development, reducing stress and health issues—especially cardiovascular diseases and mental strain—increasing efficiency and productivity at work, as demonstrated by international practice and studies. It is also expected to contribute to the creation of new jobs in both the public and private sectors.

As a result of these changes, a slight increase in expenses and revenues is anticipated due to the potential creation of new positions. However, overall, no immediate negative impact on the state budget is expected.

If adopted, these proposals will take effect three months after their official publication. The author of the draft is the Ministry of Labor and Social Affairs of the Republic of Armenia.
