Consular services for Armenian citizens residing abroad have become more accessible through video calls. The Ministry of Foreign Affairs of Armenia offers the opportunity to utilize consular services via video call, related to obtaining or exchanging an Armenian passport, as well as acquiring a certificate of return to Armenia. This information was shared in an interview with Armenpress by Arthur Petrosyan, the acting head of the consular service of the Ministry of Foreign Affairs of Armenia.

He elaborated that Armenia has a total of 55 consular points in 43 countries around the world, but this consular coverage is insufficient. In several states, embassies are not accessible for citizens, thus, the possibility of consular services via video call has become highly relevant, saving both time and financial resources.

“Currently, it is possible to obtain (exchange) an Armenian passport via video call, and in cases of urgent need to return to Armenia, one can also obtain a return certificate,” said Petrosyan, clarifying which consular services can be accessed by Armenian citizens living in foreign states through video calls.

Regarding the circumstances in which citizens can apply for a passport via video call, Arthur Petrosyan informed that the need to apply via video call mainly arises when a citizen is in a foreign country where Armenia does not have a consular institution, as well as in locations where the nearest consular institution is hundreds, sometimes even thousands of kilometers away.

“There are also cases where a citizen cannot physically attend the nearest embassy for various reasons,” said Arthur Petrosyan, acting head of the consular service of the Ministry of Foreign Affairs of Armenia.

Speaking about the fees established for video call services, he specifically mentioned that an additional state fee of 25,000 Dram has been set. “For example, if the state fee for obtaining a passport when applying to the embassy is 65,000 Dram, then the state fee for applying via video call is 90,000 Dram. Accordingly, if the state fee for obtaining a return certificate from the embassy is 20,000 Dram, the fee for applying via video call is 45,000 Dram,” Petrosyan said.

According to him, the geography of applications is quite broad, as inquiries have been received from remote areas of the Russian Federation, Europe, Asia, the United States, Canada, Australia, with applications even coming from New Zealand and Guinea.
