This Path Will Derail the Government's Program: Kherobyan
The path chosen by the Ministry of Finance of Armenia will lead to the failure of the government program. This was stated by Vahan Kherobyan, the former Minister of Economy of Armenia, during a conversation with Sputnik Armenia, reflecting on the draft of the Armenian state budget for 2025.
He recalled that he had warned members of the National Assembly about this back in 2023, unaware that his words were being broadcast live. “The system of the Armenian mid-term expenditure program (MTEP), which was established in 2003 and enshrined in law as an integral part of the budgeting process, has undermined half of our promises. It indicated that you shouldn’t do this much from your programs because there’s no money allocated (not provided in the budget),” Kherobyan had confidentially told the deputies during a discussion in August 2023. Even those plans that are set forth were only partially being executed, he noted.
Today, it is clear for the former Minister of Economy that many reforms and major programs outlined in the government program will not be realized even by 2025. “The financing and budgeting model adopted by the Ministry of Finance does not give hope that we will achieve any normal implementation of results,” Kherobyan said.
The former Minister of Economy believes that with the 2025 state budget, the government is merely attempting to salvage one of its most well-known programs: the initiative for 300 schools. For more details, refer to the original source.
