Baku Leaks Unsettled Points of Peace Agreement, Yerevan Responds
Baku has leaked the unsettled points of the peace agreement, while Yerevan neither denies nor confirms their authenticity. According to Farid Shahviev, head of an analytical center funded by Aliyev's government, two of these points concern the withdrawal of EU observers from the Armenian-Azerbaijani border and the exclusion of legal disputes with Armenia.
Armenia’s Deputy Foreign Minister Vahan Kostanyan, addressing the claims made by this expert close to the Azerbaijani authorities, stated: “Since negotiations are ongoing, I do not find it appropriate to fully disclose what the discussions are about. However, yes, as I mentioned, there are unsettled points, and discussions must continue on these matters.”
In response to “Liberty”’s question of whether the withdrawal of EU observers would be acceptable for Armenia in the event of signing the agreement, the Deputy Foreign Minister replied: “At this moment, the Republic of Armenia, as long as we have an non-delimited border with the Republic of Azerbaijan and there are still existing issues, believes that the involvement of EU observers at the Armenia-Azerbaijan state border holds significant security and stability importance.”
Addressing the question regarding diplomatic disputes, he responded: “We must look at it within the general process and overall logic. For the Republic of Armenia, there are also many important issues outside this agreement, including humanitarian issues that need to be addressed.”
Kostanyan assured that there are no questions regarding constitutional amendments in the negotiated document. According to Shahviev, the unsettled third point also relates to amendments to Armenia's Constitution. However, Deputy Foreign Minister Kostanyan insisted that there are no such points in the negotiating document. “Armenia is not discussing constitutional amendments with Azerbaijan,” Kostanyan declared.
