What Stage Are Negotiations with Azerbaijan at? Kostanyan Provides Details

As of now, a decision regarding participation in COP-29 has not yet been made. This was stated by Armenia’s Deputy Foreign Minister Vahan Kostanyan during a briefing with journalists following a government meeting.

He noted that discussions are ongoing in this regard.

Touching upon the draft peace agreement between Armenia and Azerbaijan, Kostanyan indicated that there are issues that remain unresolved, and the negotiations are continuing. He emphasized that the question of the Constitution of Armenia is not part of the peace agreement.

“At this moment, there is no agreement on a meeting at the level of ministers or heads of states, but the Armenian side is interested in intensifying meetings in order to complete the agreement text coordination in a short time,” said the Deputy Minister.

Referring to the format of negotiations with Azerbaijan, the Deputy Foreign Minister stated that the negotiations between the two countries are proceeding directly.

“However, there are partners genuinely interested in stability and peace in the South Caucasus, who are trying to positively support this agenda,” noted Kostanyan.

The Deputy Foreign Minister also mentioned that while the issue of unblocking regional communications is not explicitly included as a point in the draft peace agreement, discussions on the topic continue. He reminded that the Deputy Prime Ministers of the two countries also addressed this issue after the meeting of the delimitation commissions.

Kostanyan stated that there has been increased activity in the negotiation process since the meeting between Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev in Kazan. According to him, particularly after that meeting, Azerbaijan finally sent the 11th revision of the draft.

Commenting on the 11th revision received from Azerbaijan, Kostanyan noted that there are issues that are not yet finally agreed upon.

“But we see an opportunity to bring positions closer and finalize them,” said the Deputy Foreign Minister. He emphasized that the issue of prisoners of war is also consistently raised within the logic of the peace process.
