Albert Ayvazyan's Declaration of Real Estate Acquired during Lenktemur's Campaigns
The journal "Zhoghovurd" reports that Albert Ayvazyan was appointed Deputy Governor of Shirak Province in 2022. However, there is a peculiar situation—somehow, he is said to have acquired a plot of land in the Arapi community of Shirak Province in 1350.
The 67-year-old mayor of the community, according to his declaration for 2023, had 8 properties at the start of the year: 1 private residential house and 7 plots of land. These properties were acquired in various years: 1350, 2000, 2018, and 2019. It is worth noting that the Deputy Governor could not have acquired land in 1350, as during that period Armenia was facing Lenktemur's campaigns.
Additionally, there are another 15 plots of land under the Deputy Governor's operation, which he does not own. All these plots are located in the Arapi community, where Ayvazyan served as mayor from 1996 to 2021. This suggests that for years, he took advantage of the opportunities afforded by his position and did not miss the chance to acquire plots.
Ayvazyan did not declare any vehicles; however, there was a scandalous incident involving him that circulated in the media last year. The media reported that Deputy Governor Albert Ayvazyan travels in a white Lexus RX 350, which belongs to the consolidated Akhuryan community. According to a whistleblower, the Deputy Governor used this vehicle as an official car, while the community council had allocated it to the "Civil Contract" faction, of which Ayvazyan was the leader at that time.
Ayvazyan clarified that the vehicle was the official car of the Mayor of Arapi. Furthermore, he himself had been the Mayor for 31 years, meaning this car was indeed his official vehicle. After the merging of communities, it naturally passed to the Akhuryan consolidated community. The vehicle was confiscated from Ayvazyan but was later returned after some efforts.
Ayvazyan has reported 650,000 dram in cash and his annual income amounts to a modest 23,852,000 dram for a deputy governor. Of this annual income, nearly 10.5 million dram comes from his salary in the Shirak Provincial Governor's office, while 738,000 dram is a pension from the Ministry of Labor and Social Affairs, amounting to almost 61,000 dram per month. Additionally, 2,151,000 dram is insurance compensation, 5,632,000 dram are loans, and 1,489,000 dram is listed as "other income" from the Armenian Government.
The remaining principal of Ayvazyan's declared loans and borrowings as of December 31 of the reporting year amounts to 25,390,000 dram, of which 22,472,000 dram is the principal of a mortgage.
As of now, Albert Ayvazyan is also the chairman of the Civil Contract party's Akhuryan district council.
