New Traffic Rules for Scooters and Other Personal Mobility Devices

The National Assembly of Armenia has adopted amendments to the laws on ensuring road traffic safety, which will regulate traffic with personal mobility devices. This was reported by the Ministry of Internal Affairs.

The legislative changes define the concept of 'personal mobility device', which was absent in existing regulations. Accordingly, a personal mobility device is a transport vehicle with one or more wheels (typically a tube) that is designed for individual movement using an electric motor (such as electric scooters, electric skateboards, gyroscooters, segways, unicycles, and similar devices).

Individuals aged 18 and older, as well as those who are at least 16 years old and have the right to drive vehicles in the 'AM' category, will be allowed to operate personal mobility devices. Traffic with personal mobility devices will be permitted on bicycle paths or pedestrian-bicycle paths, and in designated areas as stipulated by law if these paths are unavailable. The permissible areas for traffic with personal mobility devices for individuals under 18 (except for those who are at least 16 years old with 'AM' category rights) will be determined by the local community council.

Organizations renting out personal mobility devices will be required to prohibit the operation of these devices at speeds exceeding 25 km/h. A fine amounting to 29 times the minimum wage is proposed for any personal mobility device not equipped with a speed measuring device as stipulated by law. This regulation will come into effect on September 1, 2025.

Transporting passengers or cargo using personal mobility devices is prohibited (except for loads carried by the user without hands, such as a backpack). For individuals delivering goods and riding bicycles or mopeds without a helmet, a fine of seven times the minimum wage is proposed for riding without a helmet or with an unfastened helmet.

The use of scooters and similar devices on the roadway is allowed in a single line; operation in tunnels or on wet surfaces is prohibited.

A fine of five times the minimum wage is proposed for violating the traffic requirements for personal mobility devices. The primary goal of this initiative is to establish a new culture in this sector in Armenia, in line with international practices.
