Armenia Hopes to Sign Peace Agreement Provisions with Azerbaijan in the Next Four Weeks: Armenian President to Reuters

Armenia is hopeful to sign the provisions of a peace agreement with Azerbaijan within the next four weeks, stated Armenian President Vahagn Khachaturyan in an interview with Reuters. He indicated that this step could mitigate tensions in the South Caucasus, although Baku signals that the process has reached a stalemate.

Nevertheless, the Armenian president expressed hope that Yerevan will sign the 16 articles of the Peace Agreement with Azerbaijan before COP29, which will be hosted by Baku from November 11 to 22. “If it were only us, we would sign it right now, today. But we hope that sooner or later we will reach that point,” he stated while addressing the Hamburg Conference on Sustainable Development.

The agreed articles include internationally recognized key provisions for establishing diplomatic relations. They also provide a mechanism to allow both sides to continue negotiations, among other stipulations, according to statements made by Armenia's Prime Minister last month.

Khachaturyan also mentioned that negotiations are progressing well with Azerbaijan's close ally Turkey, and a proposal is being discussed to open the border between the two countries for citizens of third countries and individuals with diplomatic passports. “This would mean that real diplomatic relations have become a reality,” the president noted.
