New Changes to the Housing Provision Project for Displaced Individuals from Artsakh

Families displaced in 2020, who have been beneficiaries of the state support program for housing for families displaced from certain regions of Nagorno-Karabakh and who have not applied for or received a certificate by July 1, 2024, will have the opportunity to benefit from the state support program for housing for families forcibly displaced from Nagorno-Karabakh, which was approved on May 16, 2024. The latter will be able to apply to the existing program, provided they meet the established priorities and conditions. This was announced by the Ministry of Labor and Social Affairs.

With the changes implemented in the program, the procedure for the issuance of certificates for support in repaying existing mortgage loans has also been established, and the functions of the Unified Social Service in the processing of online applications received for all components of the program have been clarified, as well as issues arising in legal practice.

It is noteworthy that families that have been forcibly displaced from Nagorno-Karabakh and moved to the Republic of Armenia after September 27, 2020, have the right to benefit from the state support program for housing provision, provided they are citizens of the Republic of Armenia and do not own property. Support is granted for each family member in the amount of 2 to 5 million AMD.

Applications are accepted at https://housing.socservice.am/.

The initiative will be implemented in three phases:

  • From June 15, the process of issuing certificates for the right to purchase an apartment or a residential unit from a building that is under construction will begin.
  • From July 15, the process of issuing certificates for the construction of individual residential houses will begin.
  • From August 1, the process of issuing certificates for support in repaying existing mortgage loans will commence.

The deadline for submitting applications in the first phase is December 30.

In the first phase, the following families can be included:

  • Families with three or more minor children wishing to purchase a house or apartment.
  • Families with two minor children wishing to build a house.
  • Families with a member who has lost a breadwinner or is a victim or has a member with first or second category disability wishing to purchase a house or apartment or build it.
  • Families with an existing mortgage, where support will be directed to repay that mortgage.
  • Any other family composition deemed creditworthy, which will receive additional credit support of at least 50% from the bank.

In the second phase, the following families can benefit:

  • Families with two or more minor children wishing to purchase a house or apartment.
  • Families with one minor child wishing to build a house.

In the third phase, any family composition not included in the first two phases can be included.
