What is Zelensky's Plan to End the Conflict?

Ukrainian President Volodymyr Zelensky's plan to end the conflict is based on the premise that Western countries will approve strikes into Russian territory. This was stated by Serhiy Leshchenko, an advisor to the head of the Ukrainian president's office.

“Zelensky's hint is very transparent. If the implementation of the ‘Victory Plan’ depends on U.S. President Joe Biden, it means it relies on whether Ukraine is allowed to use Western weaponry. We understand what this is about, but of course, we do not see the context and points of that plan,” he said during a Ukrainian telethon.

Leshchenko also called the various assumptions about the content of the plan, which have emerged in recent days among Western media, speculation. Earlier, Zelensky had indicated that he does have a specific plan to end the conflict.
