New Rules for Scooter Riders
In Armenia, new legislative initiatives establish traffic rules for individual mobility devices. According to Armenpress, Deputy Minister of Internal Affairs Davit Hambaryan presented a package of amendments and changes to the law on "Ensuring Road Traffic Safety" during a session of the National Assembly.
The legislative initiative includes a definition of what constitutes an individual mobility device, the main characteristics it must possess, and the required equipment for such devices. Accordingly, an individual mobility device is defined as a transport vehicle with one or more wheels (cylindrical) designed for personal movement using an electric motor (electric scooter, electric skateboard, gyroscope, segway, unicycle, and other similar devices).
It has been specified that there will be designated areas for users under 18 years old and those aged 18 and above. For individuals under 18, the locations will be exclusively set by local authorities in areas deemed safe from a security perspective. This means that those under 18 can only ride in designated spaces approved by the council. For those aged 18 and older, defined areas will include parts of the roadway, from bicycle lanes to right road edges that can be utilized.
There are also special conditions that must be met while operating these devices. The law on administrative violations includes provisions for administrative infractions applicable to both individual users and companies providing these transport vehicles for rent.
According to Hambaryan, the adoption of the project will allow for comprehensive regulation of the sector.
